Recently, the European Commission submitted G/TBT/N/EU/989 notification to the World Trade Organization (WTO), intending to restrict the use of D4, D5, and D6 in Appendix XVII of (EC) No 1907/2006 (ie REACH Regulations) Make revisions.
In this revision, rinse-off cosmetics containing D6 have been added, and the marketing restrictions for rinse-off cosmetics D4 and D5 have been revised. In addition, restrict the use of D4, D5, and D6 in a wider range of applications, including the use of dry cleaning solvents for textiles, leather, and fur.
ECHA identified D4, D5 and D6 as having very persistent and very bioaccumulative (vPvB) properties. In addition, D4 has persistent, bioaccumulative and toxic (PBT) properties, and D5 and D6 are considered to have PBT properties when they contain 0.1% or more of D4. The draft limit aims to protect the environment and minimize emissions caused by D4, D5 and D6.
The proposed date of adoption is the fourth quarter of 2023. The restriction will come into effect 20 days after the revision is published, with a two-year transition period, longer for several specific product types.
