Cosmetics Rejected in the Middle East?

A shipment of premium facial cream bound for Dubai was recently rejected at Saudi customs—entire container returned—because ethanol was detected, and Halal certification was missing. The company’s internal audit revealed a shocking truth: no ethanol was intentionally added to the formula; the source was the ethanol co-solvent used in the water-based silicone emulsion.
Starting in 2026, Gulf countries including Saudi Arabia and the UAE have enforced mandatory Halal certification for all personal care products, prohibiting any ethanol (even synthetic) and animal-derived ingredients. Many Chinese brands assume “silicone is mineral-based and naturally compliant,” but overlook hidden alcohol in emulsion systems.
“Clients think the silicone base is halal-compliant, but they ignore the invisible alcohol in the emulsion,” noted an export compliance consultant. “Halal auditors review the full ingredient list of the final product—not just raw material claims.”
Worse, some suppliers label their products as “alcohol-free” based only on the silicone backbone, while omitting disclosure of ethanol used during emulsification. This information gap is causing increasing numbers of Chinese brands to face returns, fines, or blacklisting in Middle Eastern markets.
